I used to love to mp3 "crate dig" for this kind of thing on eMusic.com, both "rock en español" and various compilations of sikedelic "nuggets" from Peru, Colombia, and the Spanish-speaking world. Chuck Prophet, one of my favorites, has an album coming out in October backed by a San Francisco cumbia band.
